No matter that we are sold on a Terrorist Threat that has justified head-turners like Homeland Security, the Patriot Act, freewheeling domestic surveillance and festive color-coded warnings, we can spare world-renowned UNITED STATES MARINES for traffic detail, and law enforcement in crime-ridden Southern California is LYING IN WAIT to issue speeding tickets.
